Greetings Brothers of the Third District of the greatest fraternity in the world! I am Brother Donald G. “Donnie” Lucas (11-2011-Alpha Omega, LM 9364), husband to one very special lady for 29 years and counting, and father of two fantastic kids. I am a graduate of the University of Virginia, a member of St. Luke’s Episcopal Church in Washington, DC, and I am running to serve as your next Third District Keeper of Finance during the 93rd Annual Third District Meeting scheduled for April 9-12, 2026. I seek and look forward to earning your support.
I am excited to present my qualifications for the position of Third District Keeper of Finance. As the co-founder of a now 23-year-old certified public accounting and management consulting firm that specializes in assessing and facilitating financial and programmatic compliance with federal, state, and local grant program requirements, I have extensive experience in financial systems management and financial stewardship. I possess subject matter expertise in financial systems, internal controls, cost allowability, cash management, safeguarding of funds, financial reporting, and financial policies and procedures development. My professional experience coupled with my record of service to the fraternity at the chapter, district, and international levels are exemplary of my readiness to serve the Third District as its next Keeper of Finance, as well as my ongoing commitment to contribute to the fulfillment of the fraternity’s organizational purpose and objectives. I further submit that my range of experiences, and related lessons learned, distinguish my candidacy.

As your Keeper of Finance, I will
- Safeguard Third District funds and maintain all Third District financial records and instruments
- Ensure compliance with all Third District and International fraternity bylaws regarding the receipt, disbursement, and recording of funds and other assets
- Accurately track and record income and disbursements
- Ensure budget integrity
- Implement and adhere to established internal controls and related segregation of duties
- Provide accurate, timely, and clear financial reports to executive leadership and all active (i.e., financial) members of the Third District
- Support District Representative and Executive Committee decision-making (e.g., funds availability verifications, special purpose financial reports, financial condition analyses, scenario planning, and cost-benefit analyses)
- File an accurate IRS Form 990 on time and as required
- Make recommendations for the liquidation of Third District assets, as appropriate
- Proactively support and provide guidance to all chapters, to include IRS Form 990 assistance and accounting system development, training, and technical assistance
- Add to the training and technical assistance resources made available through the Third District Member and Events Portal (e.g., tax organizers; Frequently Asked Questions; financial reporting tools, templates, and best practices; policies and procedures; and recommended automation technologies)
- Collaborate with the Audit Committee to implement a risk-based approach to providing targeted technical assistance to high-risk and/or high-need chapters to help them improve operations and comply with financial management and reporting standards
- Help prepare undergraduate and graduate brothers interested in accounting, financial management, budgeting, and auditing for future success and leadership
- Identify opportunities for improvement in systems, technologies, and processes and make those improvements

My Notable Accomplishments
2012-2014
Restored Confidence
Contributed significantly to restoring confidence in the financial management of my chapter by implementing a new accounting system and financial reporting standards still in use by the chapter today. Six Third District audits conducted between 2012 and 2013 resulted in no material weaknesses in the chapter’s financial management.
2014-2015
Retired Debt
Conceived and executed a successful fundraising campaign to retire the mortgage on the DC fraternity house. The 50-10 Club Brotherhood Initiative challenged Brothers in Northern Area 1 and beyond to contribute an average of $50 a month for 10 months. The campaign successfully raised $110,000 in 14 months, enough to retire the mortgage.
2017
Restructured and Reduced Fraternity Housing Cost
Led a successful campaign in Northern Area 1 that paved the way for ownership of the DC fraternity house to be transferred to a 501c3 organization potentially resulting in savings of over $25,000 a year in property taxes.
2024-2025
Implemented a New Investment and Asset Growth Initiative
As chairman of the newly formed Alpha Omega Financial Strategy Committee, led a team effort to evaluate, procure, and onboard financial advisory and investment portfolio management advisory services for the investment of the chapter’s financial reserves.
The Monday Pearl
Although not directly related to the duties of the Office of the Keeper of Finance, I am particularly proud of The Monday Pearl, a weekly reminder of the historical relevance and importance of the Third District, its members and member chapters. I created and produced The Monday Pearl from 2018-2021 and hope to one day be involved with its future production. I thank others who have made contributions to The Monday Pearl after my last involvement in 2021.
Third District Artifacts and Memorabilia Archive
I am also proud to have had the opportunity to create the Third District Artifacts and Memorabilia Archive. The Archive functions as a useful repository for historical fraternity content. I created the Archive in 2019 to allow individual Brothers and chapters to easily contribute to the Third District historical record and to function as a resource for research, discovery, and learning.
